INTA has provided constructive feedback on the Spanish Intellectual Property Office’s (OEPM) 2025–2027 Strategic Plan aimed at improving the country’s intellectual property (IP) system. The Association’s submission highlights the need for enhanced collaboration, system transparency, and greater efficiency. Below are the three key points from INTA’s recommendations:

  1. Engaging Startups and Small and Medium Enterprises (SMEs) in Innovation: INTA supports OEPM’s plan to attract startups, SMEs, and entrepreneurs to the innovation ecosystem through industrial property support. The Association suggests that the IP Office offer more detailed plans, including potential collaboration with platforms, such as WIPO GREEN, to promote sustainable technology.
  2. Improving Process Efficiency and Communication: INTA stresses that the prolonged timeframe for trademark applications is a significant issue, recommending that OEPM adopt measures similar to the European Union Intellectual Property Office’s “Fast Track” system to expedite processing. Additionally, improved communication during opposition proceedings and the creation of an accessible database for rulings would enhance transparency and efficiency.
  3. Advancing Digital Transformation: While OEPM’s strategic plan discusses implementing AI and upgrading digital tools, INTA recommends further clarification on how the technology will be used and whether the IP Office is considering full digitization of files. This would ensure users fully understand the impact on decision-making and access to services.
